Best ELD for small fleets
Small-fleet fit is not in the FMCSA file. What is in the file is whether that company name still has only registered devices, whether the transfer cell is filled in, and whether the vendor has published a price. Those are the criteria. There is no quality ranking.
Data from FMCSA, updated October 20, 2026 (US Eastern).
Criteria
- Count registered, FMCSA-revoked, and self-revoked rows under that exact company name on this export.
- Record the data-transfer cell. “Blank on every row” means the export left it empty.
- Record the price and contract only from the vendor page already checked for that company. If it was not checked, say so.
- Do not score customer support, mobile-app reviews, or how many trucks a fleet has. Those facts are not in this dataset.

Matches for a stated criterion
If the criterion is “this company name has no revoked or self-revoked rows,” the matches are Motive Technologies, Inc. (1), Samsara Inc. (2), Garmin International (3), Geotab Inc. (6), BigRoad Inc (7), EROAD (1).
If the criterion is “every row lists a transfer method,” the matches are Garmin International, Geotab Inc., BigRoad Inc, EROAD, Azuga, Inc.. Motive’s only row is blank. Samsara’s SAMELD row lists telematic transfer and SAMNI1’s cell is blank, so Samsara is not in that set.
If the criterion is “a public ELD price,” the only match among these pages is Garmin part 010-01876-00 at $249.99 USD, and that page does not name the ELD ID. Azuga, Inc. has a mix of registered and removed rows. Open the vendor page and match the ELD ID. A mixed list is not a finding that the registered model fails the rule.
For the symbol-prefix names and recent self-revocations outside this short list, use how to spot a sketchy ELD.

Questions
- What does “best for small fleets” mean here?
- It means the company name is compared on facts a small fleet can check: how many rows are registered versus revoked or self-revoked, whether the export lists a data-transfer method, and whether the vendor published a price or a contract. Checked against the export updated October 20, 2026. There is no score for support, ease of use, or fleet size.
- Which of these company names have only registered rows?
- Motive Technologies, Inc. (1 registered); Samsara Inc. (2 registered); Garmin International (3 registered); Geotab Inc. (6 registered); BigRoad Inc (7 registered); EROAD (1 registered).
- Which company names have a transfer method on every row?
- Garmin International (Local (USB, Bluetooth)); Geotab Inc. (Telematic (Web Service, Email)); BigRoad Inc (Telematic (Web Service, Email)); EROAD (Telematic (Web Service, Email)); Azuga, Inc. (Telematic (Web Service, Email) (HOS001, HOS001); Telematic (Web Service) (HOS001, HOS001, HOS001, HOS001, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002, HOS002)). A blank cell means the export did not publish a method. It is not a finding that transfer is impossible.
- Does a mixed registry make the registered model noncompliant?
- No. It means the same company name has at least one removed row and at least one registered row. In this set that is Azuga, Inc.. Match the ELD ID you would install.
